
Judy Macintyre
Procurement Specialist
Judy has approximately 15 years of procurement experience in both the public and private sectors.
Judy began her career in procurement working in NSW Government. In her role as Manager of the Contracts Information and Innovation Unit within the NSW Department of Public Works and Services, Judy was responsible for contract performance measurement, vendor management and managing the selection process for an e-Procurement system (including the development of an online catalogue).
Following this, Judy moved onto Andersen Business Consulting where she consulted in Supply Chain generally and specialised in Strategic Sourcing and e-Procurement/Digital Markets. After a short stint with KPMG Consulting from 2002 to 2003, Judy joined Microsoft as Procurement Manager for Australia and New Zealand. In this role, Judy managed all procurement activities including strategic sourcing, vendor management, business ownership of procurement systems, policy development and compliance. She was subsequently engaged by Microsoft as an independent consultant in the role of Asia Pacific Business Controls Manager for the Entertainment and Devices Division. This position involved developing, implementing and driving business controls across both the buy-side and sell-side of the business including contract and vendor management, policy and process development and education and commercial agreements management.
In addition to her considerable procurement expertise, Judy has substantial experience in providing training in procurement and other areas, including:
- Providing internal training on procurement policy compliance and procurement systems usage at Microsoft;
- Providing compliance training on all policies at Microsoft; and
- Facilitating a variety of training workshops at major procurement conferences in Australia.
Judy currently provides Purchasing Awareness (Level 1) and Basic Purchasing Capabilities Certification (Level 2) training for the Institute of Public Administration Australia (IPAA) to participants from a range of NSW Government departments and agencies including the Department of Premier & Cabinet, Department of Planning and the Department of Commerce. She also provides Tender Evaluation Training to staff at Sydney Water and is regularly invited to present at various procurement conferences and workshops in the Asia Pacific region.
Judy is a founding member of CIPSA and holds the MCIPS qualification.
